N\u00eb vendimin e arsyetuar, gjyqtari u penalizua edhe nga deklarimet e pasakta, mosp\u00ebrputhjet dhe p\u00ebrpjekjet p\u00ebr fshehjen e fakteve t\u00eb r\u00ebnd\u00ebsishme p\u00ebr pasurin\u00eb e tij.<\/p>\n<p>&#8220;Subjekti i rivler\u00ebsimit nuk ka shpjeguar n\u00eb m\u00ebnyr\u00eb t\u00eb besueshme origjin\u00ebn e ligjshme t\u00eb pasurive t\u00eb p\u00ebrmendura n\u00eb k\u00ebt\u00eb vendim, &#8230; \u00ebsht\u00eb p\u00ebrpjekur t\u00eb fsheh\u00eb dhe t\u00eb paraqes\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb pasakt\u00eb pasurit\u00eb n\u00eb pron\u00ebsi, zot\u00ebrim dhe p\u00ebrdorim t\u00eb tij dhe nuk arritit t\u00eb provoj\u00eb t\u00eb kund\u00ebrt\u00ebn e rezultateve t\u00eb hetimit,&#8221; thuhet n\u00eb vendim.<\/p>\n<p>Trupi gjykues i drejtuar nga Suela Zhegu, me relatore Etleda \u00c7iftja dhe an\u00ebtare Xhensila Pine argumenton gjithashtu se duke kryer nd\u00ebrtim pa leje, Shema ka c\u00ebnuar parimet themelore t\u00eb nj\u00eb magjistrati. N\u00eb vendim konstatohet mosrespektimi i nj\u00eb kontrate p\u00ebr blerjen e nj\u00eb apartamenti si i pastreh\u00eb n\u00eb P\u00ebrmet dhe pamund\u00ebsin\u00eb e v\u00ebrtetimit t\u00eb burimeve t\u00eb ligjshme t\u00eb nj\u00eb apartamenti q\u00eb ka pasur n\u00eb p\u00ebrdorim p\u00ebr disa vite n\u00eb Vlor\u00eb.<\/p>\n<p>Astrit Shema e ka filluar karrier\u00ebn n\u00eb sistemin e drejt\u00ebsis\u00eb n\u00eb vitin 1995. Ai ka punuar si gjyqtar dhe kryetar i Gjykat\u00ebs s\u00eb P\u00ebrmetit deri n\u00eb vitin 2008 dhe m\u00eb pas gjyqtar n\u00eb Gjykat\u00ebn e Gjirokastr\u00ebs. N\u00eb vitin 2011, Shema \u00ebsht\u00eb em\u00ebruar gjyqtar n\u00eb Gjykat\u00ebn e Vlor\u00ebs, nd\u00ebrsa n\u00eb vitin 2013 \u00ebsht\u00eb dekretuar si an\u00ebtar i Gjykat\u00ebs Administrative t\u00eb Vlor\u00ebs.<\/p>\n<p>Komisioni e p\u00ebrfundoi procesin e rivler\u00ebsimit p\u00ebr gjyqtarin Shema vet\u00ebm p\u00ebr kriterin e pasuris\u00eb.<\/p>\n<p><strong>Munges\u00eb burimesh p\u00ebr truallin n\u00eb Tiran\u00eb<\/strong><\/p>\n<p>Komisioni evidenton munges\u00eb t\u00eb burimeve financiare t\u00eb gjyqtarit Astrit Shema p\u00ebr blerjen e nj\u00eb trualli 500 m2 n\u00eb Tiran\u00eb n\u00eb vitin 2002, n\u00eb bashk\u00ebpron\u00ebsi me tre persona t\u00eb tjer\u00eb, p\u00ebr t\u00eb cil\u00ebt subjekti ka deklaruar se i ka kush\u00ebrinj t\u00eb par\u00eb. KPK i ka konsideruar tre bashk\u00ebpronar\u00ebt si persona t\u00eb tjer\u00eb t\u00eb lidhur dhe ka verifikuar mund\u00ebsin\u00eb e tyre financiare p\u00ebr blerjen e pjes\u00ebs takuese t\u00eb truallit. Sipas trupit gjykues, dy nga tre bashk\u00ebpronar\u00ebt nuk kan\u00eb pasur burime p\u00ebr blerjen e pjes\u00ebs s\u00eb tyre t\u00eb k\u00ebtij trualli.<\/p>\n<p>N\u00eb deklarat\u00ebn veting, Shema ka deklaruar se vlera totale e k\u00ebsaj pasurie \u00ebsht\u00eb 3.9 milion\u00eb lek\u00eb, nd\u00ebrkoh\u00eb q\u00eb ai zot\u00ebron 25% me vler\u00ebn 975 mij\u00eb lek\u00eb. N\u00eb vitin 2017, Shema nuk e ka pasqyruar burimin e krijimit t\u00eb k\u00ebsaj pasurie, nd\u00ebrsa n\u00eb vitin 2003 ka deklaruar si burim t\u00eb ardhurat familjare p\u00ebr periudh\u00ebn 18-vje\u00e7are t\u00eb pun\u00ebsimit n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm shtet\u00ebror\u00eb.<\/p>\n<p>Nga hetimi administrativ ka rezultuar se kjo pron\u00eb \u00ebsht\u00eb bler\u00eb m\u00eb dat\u00eb 5 mars 2002 nga gjyqtari Astrit Shema dhe tre t\u00eb af\u00ebrmit e tjer\u00eb: K.B., A.O. dhe Sh.M., n\u00eb shum\u00ebn 3.9 milion\u00eb lek\u00eb. Bashk\u00ebpronari i truallit, A.O., ia ka shitur pjes\u00ebn e tij m\u00eb dat\u00eb 29 tetor 2003 bler\u00ebsit F.B. n\u00eb shum\u00ebn 1 milion\u00eb lek\u00eb. N\u00eb k\u00ebt\u00eb kontrat\u00eb, A.O. \u00ebsht\u00eb p\u00ebrfaq\u00ebsuar nga baxhanaku i tij, gjyqtari Astrit Shema.<\/p>\n<p>Komisioni ka konstatuar fillimisht se gjyqtari Shema nuk ka pasur burime t\u00eb ligjshme p\u00ebr blerjen e \u00bc\u00a0 s\u00eb truallit n\u00eb vitin 2002, pasi ka rezultuar me balanc\u00eb negative n\u00eb vler\u00ebn 1.1 milion lek\u00eb. Edhe pas prap\u00ebsimeve t\u00eb subjektit, balanca ka mbetur negative n\u00eb shum\u00ebn 899 mij\u00eb lek\u00eb.<\/p>\n<p>Trupi gjykues identifikoi probleme t\u00eb shumta p\u00ebr banes\u00ebn 5-kat\u00ebshe q\u00eb Shema zot\u00ebron n\u00eb bashk\u00ebpron\u00ebsi me kush\u00ebrinjt\u00eb K.B., F.B. dhe Sh.M., t\u00eb nd\u00ebrtuar mbi truallin 500 m2 q\u00eb ata kan\u00eb bler\u00eb s\u00eb bashku n\u00eb Tiran\u00eb. Gjyqtari ka sqaruar se p\u00ebr k\u00ebt\u00eb banes\u00eb me sip\u00ebrfaqe nd\u00ebrtimore 199.5 m2 dhe katin p\u00ebrdhes 162.4 m2, \u00ebsht\u00eb siguruar leja e legalizimit n\u00eb shtator 2013 dhe v\u00ebrtetimi hipotekor nj\u00eb vit m\u00eb von\u00eb, por ende nuk zot\u00ebrohet certifikat\u00eb pron\u00ebsie. Ai ka shpjeguar se \u00e7do bashk\u00ebpronar zot\u00ebron nj\u00eb kat, nd\u00ebrsa katin p\u00ebrdhes e zot\u00ebron n\u00eb bashk\u00ebpron\u00ebsi me Sh.M. .<\/p>\n<p>Komisioni konstaton mosp\u00ebrputhje midis deklarimit t\u00eb vitit 2005 dhe dokumentacionit t\u00eb administruar nga ALUIZN-i, n\u00eb lidhje me vitin e fillimit t\u00eb nd\u00ebrtimit, pasi Shema e ka deklaruar p\u00ebr her\u00eb t\u00eb par\u00eb fillimin e nd\u00ebrtimit t\u00eb nd\u00ebrtes\u00ebs n\u00eb bashk\u00ebpron\u00ebsi n\u00eb vitin 2005, nd\u00ebrsa nga praktika e legalizimit \u00ebsht\u00eb gjetur formulari i vet\u00ebdeklarimit t\u00eb kat\u00ebr bashk\u00ebpronar\u00ebve i dat\u00ebs 17 mars 2005, sipas t\u00eb cilit viti i nd\u00ebrtimit \u00ebsht\u00eb data 1 maj 1999.<\/p>\n<p>Shema ka ndryshuar q\u00ebndrim para Komisionit duke deklaruar se nd\u00ebrtimi i banes\u00ebs ka filluar n\u00eb vitin 2003 dhe ka p\u00ebrfunduar n\u00eb vitin 2008. Ai ka pretenduar se ka qen\u00eb gabim i ALUIZN-it, pasi nuk ka plot\u00ebsuar ndonj\u00eb vet\u00ebdeklarim ku t\u00eb ket\u00eb theksuar q\u00eb nd\u00ebrtimi ka filluar m\u00eb 1 maj 1999 dhe se n\u00eb at\u00eb koh\u00eb nuk kishte pasur n\u00eb pron\u00ebsi asnj\u00eb truall.<\/p>\n<p>Gjyqtari Shema ka shtuar se n\u00eb fund t\u00eb vitit 2004, p\u00ebr shkak t\u00eb burokracive t\u00eb koh\u00ebs, nuk \u00ebsht\u00eb b\u00ebr\u00eb e mundur dalja e lejes s\u00eb nd\u00ebrtimit dhe se bashk\u00ebpronar\u00ebt e tjer\u00eb kan\u00eb marr\u00eb vendim t\u00eb nisin punimet, edhe pse ai ka qen\u00eb i mendimit q\u00eb t\u00eb sigurohej m\u00eb par\u00eb leja nd\u00ebrtimore.<\/p>\n<p>P\u00ebr t\u00eb konkluduar periudh\u00ebn e v\u00ebrtet\u00eb t\u00eb fillimit t\u00eb punimeve me q\u00ebllim kryerjen e analiz\u00ebs financiare, KPK ka verifikuar edhe pamjet nd\u00ebr vite t\u00eb Google Earth, prej nga ka rezultuar se n\u00eb qershor t\u00eb vitit 2002 nuk kishte filluar nd\u00ebrtimi i objektit, nd\u00ebrsa n\u00eb janar t\u00eb 2003-it evidentohet se jan\u00eb hedhur themelet dhe n\u00eb tetor t\u00eb vitit 2004 karabinaja e nd\u00ebrtes\u00ebs ka qen\u00eb e p\u00ebrfunduar.<\/p>\n<p>Pavar\u00ebsisht pamjeve satelitore, KPK konsideroi si prov\u00eb p\u00ebr fillimin dhe mbarimin e punimeve, aktin e kolaudimit, ku p\u00ebrcaktohet se punimet kan\u00eb filluar n\u00eb maj t\u00eb vitit 2002 dhe kan\u00eb p\u00ebrfunduar n\u00eb prill 2006 &#8211; si edhe nj\u00eb deklarat\u00eb noteriale t\u00eb bashk\u00ebpronar\u00ebve t\u00eb dor\u00ebzuar n\u00eb dhjetor 2009 p\u00ebr legalizim, ku sh\u00ebnohen t\u00eb dh\u00ebna t\u00eb nj\u00ebjta. Komisioni merr n\u00eb konsiderat\u00eb edhe pamjet n\u00eb Google Earth ku evidentohet se n\u00eb vitin 2003 jan\u00eb hedhur themelet p\u00ebr nd\u00ebrtimin e objektit pes\u00eb kat\u00ebsh dhe n\u00eb vitin 2004 \u00ebsht\u00eb p\u00ebrfunduar karabinaja.<\/p>\n<p>KPK nuk \u00ebsht\u00eb bindur nga pretendimet e gjyqtarit Shema, i cili ka shpjeguar se periudha e deklaruar n\u00eb k\u00ebto dy dokumente \u00ebsht\u00eb p\u00ebr efekt legalizimi, duke konstatuar se subjekti dhe bashk\u00eb-investitor\u00ebt e tjer\u00eb nuk kan\u00eb pasur arsye t\u00eb deklarojn\u00eb n\u00eb vitin 2009 objektin n\u00eb faz\u00eb karabinaje, kur sipas tij objekti kishte p\u00ebrfunduar n\u00eb vitin 2008.<\/p>\n<p>\u201cKomisioni arrin n\u00eb p\u00ebrfundimin se subjekti i rivler\u00ebsimit ka deklaruar n\u00eb m\u00ebnyr\u00eb t\u00eb pasakt\u00eb dhe \u00ebsht\u00eb p\u00ebrpjekur t\u00eb fsheh\u00eb fakte t\u00eb r\u00ebnd\u00ebsishme p\u00ebr pasurit\u00eb n\u00eb pron\u00ebsi t\u00eb tij, si dhe ka b\u00ebr\u00eb deklarim t\u00eb rrem\u00eb n\u00eb lidhje me dat\u00ebn e fillimit t\u00eb punimeve t\u00eb nd\u00ebrtimit&#8221;, citohet n\u00eb vendim.<\/p>\n<p>Komisioni konstaton m\u00eb tej se nd\u00ebrtimi informal i kryer nga gjyqtari Shema dhe bashk\u00ebpronar\u00ebt e tjer\u00eb t\u00eb truallit 500 m2 bie ndesh me ligjin nr. 8405\/1998, \u201cP\u00ebr urbanistik\u00ebn\u201d, ku p\u00ebrcaktohet \u00e7do individ duhet t\u00eb pajiset me leje nd\u00ebrtimi para se t\u00eb nd\u00ebrtoj\u00eb.<\/p>\n<p>Ashtu si n\u00eb rastin e truallit, Komisioni konkludon pamund\u00ebsi financiare t\u00eb gjyqtarit Shema dhe t\u00eb dy prej tre bashk\u00eb-investitor\u00ebve, edhe p\u00ebr nd\u00ebrtimin e godin\u00ebs 5-kat\u00ebshe.<\/p>\n<p>N\u00eb deklarat\u00ebn veting, Shema ka pasqyruar si vler\u00eb t\u00eb shpenzuar p\u00ebr nd\u00ebrtimin e banes\u00ebs informale p\u00ebr pjes\u00ebn takuese shum\u00ebn 60 mij\u00eb euro. Si burim krijimi ai ka deklaruar pagat dhe shp\u00ebrblimet e tij dhe t\u00eb bashk\u00ebshortes nd\u00ebr vite; nj\u00eb hua n\u00eb shum\u00ebn 10 mij\u00eb euro nga A.O. dhe kredi bankare marr\u00eb n\u00eb \u201cAlpha Bank\u201d Tiran\u00eb n\u00eb shum\u00ebn 30 mij\u00eb euro, p\u00ebr t\u00eb cil\u00ebn \u00ebsht\u00eb vendosur si kolateral ish-banesa e shtetasve P. dhe Sh.G. e ndodhur n\u00eb Sarand\u00eb.<\/p>\n<p>K\u00ebta t\u00eb fundit, pas shitjes s\u00eb apartamentit n\u00eb shum\u00ebn 3.190.000 lek\u00eb, i kan\u00eb dh\u00ebn\u00eb gjyqtarit Shema vler\u00ebn p\u00ebr t\u00eb shlyer detyrimin e mbetur ndaj \u201cAlpha Bank\u201d dhe kan\u00eb lidhur kontrat\u00eb huadh\u00ebnie me subjektin dhe bashk\u00ebshorten e tij, n\u00eb shum\u00ebn 26.500 euro, vler\u00eb e shlyer nd\u00ebr vite deri n\u00eb fund t\u00eb vitit 2016.<\/p>\n<p>Shema ka deklaruar para Komisionit se nuk disponon dokumentacion justifikues ligjor n\u00eb lidhje me etapat dhe z\u00ebrat e punimeve t\u00eb kryera, pasi investimi n\u00eb godin\u00ebn 5-kat\u00ebshe nuk \u00ebsht\u00eb kryer me ndonj\u00eb firm\u00eb nd\u00ebrtimi.\u00a0 Komisioni nuk e ka konsideruar si burim p\u00ebr nd\u00ebrtimin e banes\u00ebs vler\u00ebn e kredis\u00eb bankare marr\u00eb tek \u201cAlpha Bank\u201d n\u00eb shum\u00ebn 30 mij\u00eb euro, pasi ka rezultuar t\u00eb jet\u00eb disbursuar pas p\u00ebrfundimit t\u00eb punimeve.<\/p>\n<p>\u201cSi konkluzion, subjekti i rivler\u00ebsimit ka kryer deklarim t\u00eb pasakt\u00eb dhe \u00ebsht\u00eb p\u00ebrpjekur t\u00eb fsheh\u00eb q\u00ebllimin e v\u00ebrtet\u00eb t\u00eb marrjes s\u00eb k\u00ebsaj kredie, me q\u00ebllim q\u00eb t\u00eb justifikonte investimin e kryer p\u00ebr nd\u00ebrtimin e godin\u00ebs ***-kat\u00ebshe prej tij,\u201d thuhet n\u00eb vendimin e KPK-s\u00eb.<\/p>\n<p>Sipas Komisionit, subjekti i rivler\u00ebsimit ka munges\u00eb t\u00eb burimeve t\u00eb ligjshme n\u00eb shum\u00ebn 3.7 milion\u00eb lek\u00eb gjat\u00eb viteve 2003 \u2013 2006, p\u00ebr t\u00eb investuar n\u00eb nd\u00ebrtimin e pjes\u00ebs s\u00eb tij takuese n\u00eb godin\u00ebn pes\u00eb-kat\u00ebshe, pavar\u00ebsisht se huadh\u00ebn\u00ebsi A.O. ka pasur burime t\u00eb ligjshme p\u00ebr dh\u00ebnien e huas prej 10 mij\u00eb euro.<\/p>\n<p>Trupi gjykues konstaton mosp\u00ebrputhje edhe n\u00eb deklarimet p\u00ebr shum\u00ebn e investuar n\u00eb nd\u00ebrtimin e k\u00ebsaj godine duke qen\u00eb se n\u00eb deklarat\u00ebn veting pasqyrohet shuma 60 mij\u00eb euro dhe n\u00eb at\u00eb vjetore vlera 51.394 euro. P\u00ebr k\u00ebt\u00eb mosp\u00ebrputhje Shema ka deklaruar se n\u00eb n\u00eb shum\u00ebn rreth 60 mij\u00eb euro p\u00ebrfshihet edhe vlera e truallit dhe investimit. Por Komisioni nuk \u00ebsht\u00eb bindur nga ky shpjegim, pasi n\u00eb deklarat\u00ebn veting, subjekti e ka deklaruar t\u00eb ndar\u00eb vler\u00ebn p\u00ebr blerjen e truallit n\u00eb shum\u00ebn 975.000 lek\u00eb.<\/p>\n<p><strong>Mungesa finanaciare e mosdeklarime<\/strong><\/p>\n<p>P\u00ebrve\u00e7 problemeve me pasurin\u00eb kryesore t\u00eb patundshme, KPK evidentoi munges\u00eb burimesh t\u00eb ligjshme edhe n\u00eb investime t\u00eb tjera t\u00eb gjyqtarit Shema. N\u00eb vendim thuhet se nuk justifikohet blerja e nj\u00eb pajisjeje p\u00ebr ngrohje-ftohje n\u00eb vitin 2015 n\u00eb vler\u00ebn e 321 mij\u00eb lek\u00ebve.<\/p>\n<p>Gjithashtu, ka rezultuar se nuk \u00ebsht\u00eb deklaruar sakt\u00eb burimi i blerjes s\u00eb nj\u00eb autoveture tip \u201cMercedes-Benz 210\u201d; e deklaruar n\u00eb vler\u00ebn e 800 mij\u00eb lek\u00ebve n\u00eb vitin 2010. N\u00eb vendim thuhet se Shema nuk e ka deklaruar burimin e krijimit n\u00eb deklarat\u00ebn veting, nd\u00ebrkoh\u00eb q\u00eb ka pranuar se ka pasur munges\u00eb likuditetesh t\u00eb mjaftueshme p\u00ebr blerjen e k\u00ebsaj makine n\u00eb shum\u00ebn 290 mij\u00eb lek\u00eb dhe se p\u00ebr k\u00ebt\u00eb arsye ka marr\u00eb hua n\u00eb shum\u00ebn 350 mij\u00eb lek\u00eb. KPK konstaton se Shema nuk ka arritur t\u00eb shpjegoj\u00eb bindsh\u00ebm as shitjen e k\u00ebtij mjeti pas 7 vitesh n\u00eb vler\u00ebn 476.740 lek\u00eb.<\/p>\n<p>Kreu i Gjykat\u00ebs Administrative u penalizua edhe p\u00ebr mosdeklarimin e tre llogarive bankare n\u00eb em\u00ebr t\u00eb bashk\u00ebshortes dhe djalit n\u00eb deklarat\u00ebn veting. Trupi gjykues konstaton edhe mosdeklarimin e nj\u00eb trualli me sip\u00ebrfaqe 4000 m2 n\u00eb bashk\u00ebpron\u00ebsi, t\u00eb p\u00ebrfituar si trash\u00ebgimtar. N\u00eb vendim thuhet se Shema e ka pasqyruar k\u00ebt\u00eb pasuri n\u00eb deklarat\u00ebn periodike vjetore t\u00eb vitit 2003, por nuk ka b\u00ebr\u00eb asnj\u00eb sh\u00ebnim n\u00eb deklarat\u00ebn veting.<\/p>\n<p>N\u00eb p\u00ebrfundim, nga analiza financiare e kryer prej Komisionit, ka rezultuar se Shema dhe personat e lidhur kan\u00eb munges\u00eb t\u00eb ardhurash t\u00eb ligjshme p\u00ebr blerjen e pasurive dhe kryerjen e shpenzimeve n\u00eb vler\u00ebn 7.7 milion\u00eb lek\u00eb.<\/p>\n<p><strong>Apartamenti n\u00eb P\u00ebrmet<\/strong><\/p>\n<p>Trupi gjykues evidenton mosrespektimin e kontrat\u00ebs s\u00eb shit-blerjes p\u00ebr nj\u00eb apartament me sip\u00ebrfaqe 67.54 m2 q\u00eb Shema e ka p\u00ebrfituar si i pastreh\u00eb nga Enti Komb\u00ebtar i Banesave, EKB n\u00eb P\u00ebrmet n\u00eb shkurt t\u00eb vitit 1996 kundrejt vler\u00ebs 936 mij\u00eb lek\u00eb, q\u00eb duhej ta shlyente p\u00ebr 25 vjet kundrejt pages\u00ebs mujore 2.683 lek\u00eb.<\/p>\n<p>Referuar deklarimeve periodike t\u00eb gjyqtarit Shema, rezulton se ai nuk ka paguar k\u00ebstet e kredis\u00eb p\u00ebr vitet 2003 \u2013 2009 edhe pse n\u00eb n\u00eb kontrat\u00eb parashikohet se, n\u00ebse bler\u00ebsi nuk shlyen pages\u00ebn mujore p\u00ebr 3 muaj rresht, at\u00ebher\u00eb shit\u00ebsi ka t\u00eb drejt\u00eb ta prish\u00eb kontrat\u00ebn. P\u00ebr shkak se EKB nuk e ka ushtruar k\u00ebt\u00eb t\u00eb drejt\u00eb, Shema ka vijuar t\u00eb b\u00ebj\u00eb pagesat p\u00ebr vitet 2010-2016 dhe ka shlyer detyrimet e prapambetura.<\/p>\n<p>Ai ka shpjeguar se e ka nd\u00ebprer\u00eb pages\u00ebn e k\u00ebsteve n\u00eb vitin 2003, pasi n\u00eb apartament jan\u00eb shfaqur probleme prej lag\u00ebshtis\u00eb q\u00eb krijohej nga d\u00ebmtimi tarrac\u00ebs dhe p\u00ebr shkak se nuk po b\u00ebhej i mundur kthimi n\u00eb gjendjen normale, ka qen\u00eb i gatsh\u00ebm edhe p\u00ebr t\u00eb prishur kontrat\u00ebn, n\u00ebse do t\u00eb k\u00ebrkohej nga EKB-ja.<\/p>\n<p>Shema ka shtuar se pas eliminimit t\u00eb lag\u00ebshtis\u00eb, n\u00eb vitin 2009 ka kryer pages\u00ebn e k\u00ebsteve t\u00eb kredis\u00eb dhe detyrimet e prapambetura. N\u00eb vendim thuhet se aktualisht kan\u00eb mbetur pa u shlyer 60 mij\u00eb lek\u00eb dhe se afati p\u00ebrfundon n\u00eb vitin 2021.<\/p>\n<p>Komisioni konstaton se gjyqtari Shema ka vepruar n\u00eb kund\u00ebrshtim me kushtet e p\u00ebrcaktuara n\u00eb kontrat\u00ebn e shitjes, edhe lidhur me dh\u00ebnien me qira t\u00eb k\u00ebtij apartamenti n\u00eb vitin 2014 dhe 2015, pasi nj\u00eb gj\u00eb e till\u00eb nuk lejohej.
