Prokurori Bashaj k\u00ebmb\u00ebnguli n\u00eb v\u00ebrtet\u00ebsin\u00eb e deklarimeve dhe k\u00ebrkoi konfirmimin n\u00eb detyr\u00eb.<\/p>\n<p>N\u00eb p\u00ebrfundim, Komisioni vler\u00ebsoi se problemet e konstatuara n\u00eb kriterin e pasuris\u00eb, pasakt\u00ebsit\u00eb n\u00eb deklarim dhe balanca negative e fondeve n\u00eb vler\u00ebn 133 mij\u00eb lek\u00eb n\u00eb nj\u00eb vit n\u00eb rastin kur vlera e nj\u00eb apartamenti me sip\u00ebrfaqe 93.09 m2 i bler\u00eb n\u00eb vitin 2000 \u00ebsht\u00eb \u00e7muar 28 mij\u00eb USD, ose 1.2 milion\u00eb lek\u00eb n\u00ebse do t\u00eb konsiderohej se ishte bler\u00eb p\u00ebr 36 mij\u00eb USD, e p\u00ebrqendruar n\u00eb nj\u00eb vit t\u00eb vet\u00ebm, si dhe duke vler\u00ebsuar faktin se subjekti ka nj\u00eb karrier\u00eb m\u00eb shum\u00eb se 30- vje\u00e7are si prokuror, \u00ebsht\u00eb konkluduar se nuk jan\u00eb t\u00eb mjaftueshme p\u00ebr t\u00eb sjell\u00eb penalizim.<\/p>\n<p>\u201cDuke gjykuar mbi baz\u00ebn e parimit t\u00eb proporcionalitetit, vlera e bilancit negativ z\u00eb nj\u00eb pesh\u00eb krahasimisht t\u00eb vog\u00ebl n\u00eb raport me vler\u00ebn e blerjes s\u00eb pasurive objekt kontrolli, si dhe nga analiza financiare e kryer p\u00ebr \u00e7do vit subjekti rezulton me balanca pozitive t\u00eb t\u00eb ardhurave dhe shpenzimeve n\u00eb nj\u00eb shum\u00eb totale prej 10,739,146 lek\u00ebsh, p\u00ebr pasoj\u00eb kjo vler\u00eb negative nuk duhet t\u00eb ndikoj\u00eb n\u00eb vler\u00ebsimin t\u00ebr\u00ebsor t\u00eb pasuris\u00eb s\u00eb subjektit\u201d, konkludon KPK dhe arrin n\u00eb p\u00ebrfundimin se Bash aka arritur nivel t\u00eb besuesh\u00ebm p\u00ebr pasurin\u00eb. Po ashtu, u vler\u00ebsua se ka arritur nivel t\u00eb besuesh\u00ebm p\u00ebr figur\u00ebn dhe kualifikues p\u00ebr profesionalizmin.<\/p>\n<p>Por, ONM i rekomandon Komisioner\u00ebt Publik\u00eb q\u00eb t\u00eb kryejn\u00eb ankim ndaj t\u00eb gjitha rezultateve t\u00eb vler\u00ebsimit t\u00eb pasuris\u00eb.<\/p>\n<p>Lidhur me blerjen e apartamentit, ONM v\u00ebren se KPK vler\u00ebsoi se \u00e7mimi i blerjes ishte 28 mij\u00eb USD, por e konsideron si nj\u00eb supozim k\u00ebt\u00eb vler\u00eb dhe \u00e7mon se duhej t\u00eb ishte vler\u00ebsuar me m\u00eb shum\u00eb kujdes dhe nuk duhej t\u00eb ishte p\u00ebrdorur p\u00ebr arsyetimin dhe konkluzionet p\u00ebrfundimtare.<\/p>\n<p>Sipas ONM, megjith\u00ebse subjekti ka k\u00ebmb\u00ebngulur se ka paguar 28 mij\u00eb euro p\u00ebr apartamentin, provat jan\u00eb kontradiktore pasi ka rezultuar se \u00ebsht\u00eb marr\u00eb dhe nj\u00eb kredi 8 mij\u00eb euro p\u00ebr blerje apartamenti.<\/p>\n<p>\u201cDuke pasur parasysh p\u00ebrmbajtjen e kontrat\u00ebs s\u00eb shitjes ku thuhet se \u00e7mimi \u00ebsht\u00eb paguar t\u00ebr\u00ebsisht jasht\u00eb zyr\u00ebs s\u00eb noterit dhe deklaratave bankare q\u00eb d\u00ebshmojn\u00eb p\u00ebr l\u00ebvrimin e 8.000 USD, v\u00ebzhguesit nd\u00ebrkomb\u00ebtar\u00eb besojn\u00eb se \u00e7mimi real q\u00eb duhet t\u00eb konsiderohet p\u00ebr apartamentin \u00ebsht\u00eb 36 000 USD dhe jo 28 000 USD\u201d, thuhet n\u00eb rekomandim dhe shtohet se p\u00ebrgjigjet e pyet\u00ebsorit dhe komentet q\u00eb ka siguruar subjekti nga shoq\u00ebria nd\u00ebrutese nuk mund t\u00eb konsiderohen si prova t\u00eb besueshme.<\/p>\n<p>\u201cN\u00eb t\u00eb v\u00ebrtet\u00eb, n\u00eb Shqip\u00ebri nuk ndodh rrall\u00eb q\u00eb vlera e deklaruar n\u00eb kontrat\u00ebn e shitjes s\u00eb nj\u00eb pasurie t\u00eb paluajtshme t\u00eb jet\u00eb m\u00eb e ul\u00ebt se vlera reale e r\u00ebn\u00eb dakord nd\u00ebrmjet pal\u00ebve, q\u00eb bler\u00ebsi t\u00eb financohet nga banka me nj\u00eb pjes\u00eb t\u00eb \u00e7mimit t\u00eb deklaruar n\u00eb kontrat\u00eb e cila nuk \u00ebsht\u00eb\u201d, v\u00ebren ONM dhe konkludon se \u00ebsht\u00eb i pabazuar n\u00eb prova konkluzioni i KPK se shuma e kredis\u00eb ka sh\u00ebrbyer p\u00ebr shlyerjen e vler\u00ebs 28 mij\u00eb euro.<\/p>\n<p>N\u00eb vijim, ONM vler\u00ebson se bashaj nuk ka dor\u00ebzuar asnj\u00eb prov\u00eb t\u00eb besueshme dokumentare p\u00ebr dy hua, nj\u00eb n\u00eb shum\u00ebn 2000 USD dhe tjetr\u00ebn 1500 USD.<\/p>\n<p>Po ashtu, n\u00eb rekomandim kund\u00ebrshtohet edhe konstatimi i KPK, se huadh\u00ebn\u00ebsit kishin pasur mund\u00ebsi financiare p\u00ebr k\u00ebto shuma. \u201cDuket se KPK-ja i ka p\u00ebrcaktuar kapacitetet financiare t\u00eb huadh\u00ebn\u00ebsve duke u hequr vet\u00ebm kostot e jetes\u00ebs nga t\u00eb ardhurat e tyre.
